Legislators have recently passed HB3878 (PUBLIC ACT 102-1135) which increases the Rental Housing Support Fee by an additional $9.00.  The increase affects recording fees in all 102 counties throughout the State of Illinois and will take effect July 1, 2023.

Effective May 10, 2023 the County of Adams will require a Plat Act Affidavit attached to all land transactions.  The form may be found under "forms" or directly below.

Per statutory requirements, the Adams County Clerk and Recorder had a cost analysis completed to set and increase certain fees. The cost analysis was completed by Bellwether, LLC. Also, as required by state statute, Adams County shall adopt and implement a predictable fee schedule that eliminates surcharges or fees based on the certain attributes of a standard document to be recorded. In accordance with 55 ILCS 5/3 5018, Bellwether LLC has prepared a predictable fee schedule.

The Recorder's primary responsibility is the maintenance of the indexing of documents in the chain of title to land in Adams County.  Your property and its ownership is filed in the Recorder's Office.  Today, revenue taken in by this office is based on fees provided by the Illinois State legislature in the Illinois Compiled Statutes and is deposited in the County corporate fund.

Documents for recording will be accepted until 4:30pm, however at 2:00pm we stop recording and any documents left will be recorded the next day in the order we received them.
