In Illinois, Probation and Court Services are part of the judicial branch of government. Department personnel are appointed by and accountable to the Chief Judge of the Circuit. County Boards exercise budget authority. The Administrative Office of the Illinois Courts – Probation Division provides a salary subsidy to counties for all qualified personnel. In return, departments must comply with operational standards and monitoring requirements established by the Probation Division.

The Adams County Court Services Department includes the Probation Department and the Juvenile Detention Center. The Probation Department has 24 total positions (21 officer and administrative positions, 2 secretaries and 1 part-time assistant).

The Probation Department and the Detention Center are administrated by the Director of Court Services. The Superintendent of the Detention Center and the Chief Probation Officer are responsible for the day to day operations for each agency.
